He noted that the situation that prevailed this winter in the dam could be repeated, thats why it is necessary to use existing capabilities more effectively. To address the issue with non-payers President proposed to meet them and to grant amnesty to all the debts for electricity, provided that during the year, they will repay debts of the past two years and set the counter.

«There are consumers who do not pay for the electricity supplied to them for 15-20 years. These arrears are a heavy burden on the structure itself and the State. We must consider issues of oncoming traffic to each other. The amounts of arrears, even in 2 years will help to solve some problems in the industry ", - said the head of state.

First deputy head of the Presidential Administration, Dmitry Shamba said that the Presidential Administration with the assistance of RUE "Chernomorenergo" on behalf of the Head of State has drafted a bill on restructuring the debt of individuals for electricity consumption. "In accordance with the bill it is meant to write off the debt of individuals, if they make repayment during 2016 for the debt of the previous two years. Also, the bill provides empowered to RUE "Chernomorenergo" in the case of debt over three months, to disconnect subscribers from the network ", - Shamba said. Also, according to him, the bill is a requirement certificate of absence of debts from Chernomorenergo in obtaining a license or any other government services.

In turn, the general director of RUE "Chernomorenergo" Aslan Basariya noted that a major role in the collection of payments provides the modern equipment of metering devices. "A very small number of subscribers are equipped with modern metering devices. The collection is up to 80% with the presence of these instruments".
