Minister of Economy of the Republic of Abkhazia Adgur Ardzinba told about the measures of support of small and medium business of the country at the meeting of the Public Chamber.
Sukhum. May 3. Apsnypress. Madina Chagava. Members of the Public Chamber discussed with the Minister of Economy of Abkhazia Adgur Ardzinba measures to support small and medium-sized businesses and the possibility of forming an active middle class in the republic.
Adgur Ardzinba noted that full-fledged institutions for supporting small and medium-sized businesses have not been formed in Abkhazia throughout the post-war period. "For the formation of small and medium-sized businesses in many countries there are specialized profile institutions and banks. In addition, it is necessary to create a regulatory and legal framework that separates the medium, small and large levels of entrepreneurship. To date, the regulatory framework has already been prepared, it only needs to be considered and adopted. Also, a number of targeted programs to support small and medium-sized businesses have been developed and approved, " - Ardzinba said.
The Minister named the primary tasks for the development of small and medium-sized businesses: "First and foremost, we need to improve the skills of entrepreneurs. And today, within the framework of the corresponding program, the Ministry of Economy together with the Government, has created free courses for beginning entrepreneurs. The program also includes organization of internships in the territory of the Russian Federation: in the Republic of Tatarstan, Belgorod region, etc. Secondly, support is provided for export and export-oriented enterprises. For example, if a company engaged in exporting products outside the RA takes a loan, then at the state's expense, we can take on 2/3 of the interest rate. This gives an opportunity to increase the competitiveness of our entrepreneurs in foreign markets. In parallel with this, we are ready to incur part of the costs for promoting Abkhaz products abroad".
Adgur Ardzinba said that within the framework of the Council of Entrepreneurs created under the Ministry of Economy by instructions of the President of Abkhazia, there was developed a draft law "On granting tax holidays for beginning entrepreneurs". "After the adoption of this law, a novice entrepreneur will be exempted from paying taxes for up to three years," - minister said.
When asked by the member of the PC, how to reduce the administrative barriers for the transportation of Abkhazian products across the state border to the territory of the Russian Federation, the minister replied: "The Ministry did not receive letters from entrepreneurs complaining about problems at the border. Nevertheless, it is not a secret for anyone that the difficulties of transporting products across the state border exist. To solve the problem it is necessary to systematize all relevant questions. Therefore, we conduct field meetings at the border, as well as negotiations at the federal level. We must have clear arguments and proposals for transportation of products".
Adgur Ardzinba noted that 11 projects have been implemented for a total of 1 billion 700 million rubles under the Medium and Large Business Support Program implemented by the RA Ministry of Economy and the Presidential Administration.
