Adgur Ardzinba and Igor Koshin told about the main directions of the forum

The IX Abkhaz-Russian Business Forum continues.

Within the framework of the IX Abkhaz-Russian Business Forum "Abkhazia-Russia: ten years of intensive cooperation, current achievements and new horizons", was held a press conference of RA Minister of Economy Adgur Ardzinba and Deputy Minister of the Russian Federation for North Caucasus Igor Koshin.
 
 Adgur Ardzinba told about the successful implementation of a number of previously concluded investment agreements: “One of these companies today received an award - this is Kyndyg-agro.” Also, we will visit a number of objects that are implemented in the framework of the Abkhaz-Russian agreements and the lending program. Last year on the fields of the forum, entrepreneurs signed an agreement on the supply of inert materials to the Republic of Crimea. Deliveries have begun, and work is proceeding intensively. To date, more than 120 thousand tons have been delivered, until the end of 2019 the declared volume will be delivered. This year the Plenary meeting was quite lively, various ideas and approaches of the experts were discussed. Of course, they will form the basis for implementation of our partnership in the future. ”
 
 For his part, Igor Koshin noted that any forum is not applied in nature. “Structural problems are discussed. And we have now noticed that the topic of attracting investment, changes in legislation, and the development of infrastructure have caused a lively discussion. The forum is a place where experts, investors, managers discuss structural problems and find ways to solve them. At each round table a detailed discussion will be held, and it is very important that real agreements on projects are signed on their basis. The ultimate goal of all activities is the improvement of life of an ordinary citizen, ” -  Koshin emphasized.
 
 In addition, answering a question about the need to conclude an agreement between the RA and the Russian Federation on the use of the ruble, Adgur Ardzinba noted: “Recently, a meeting of representatives of relevant departments of the two countries was held in Moscow, where they discussed issues of supporting the banking system of Abkhazia. We have a basic agreement in which it is stated that on the basis of the fact that the Russian ruble is the official payment instrument in Abkhazia, support will be provided to the financial and banking system of the. So far we have failed to formalize these processes. I think that this is the direction that will be discussed at one of the round tables. There may be offers. ”
 
 Igor Koshin continued the theme: “Of course, the problems that exist in the banking system should also be discussed. The interaction is going on, the situation is complicated, so it is quite possible that another agreement will emerge that will regulate all vital issues. "  

   In addition, Koshin commented on the implementation of investment program: “Its implementation should be assessed by the leadership of Abkhazia and the relevant managers who are responsible for its execution. To date, the numbers do not look optimistic, they are much lower than in South Ossetia. We have scheduled the end of this year to hold an intergovernmental commission with the participation of the Russian and Abkhaz sides, at a meeting of which they should consider the main parameters for the formation of the next program. I will call the basic ones: these are the completion of the construction of all the objects that have already been launched, the economic development of the republic, and the investment program should provide for the construction of infrastructure facilities that will allow attracting investments and further developing the economy. In addition, we have to consider the average annual disbursement of funds, relatively speaking, having the amount of 100%, we are absorbing much smaller funds from it, and we constantly have carry-over money. It’s about the inefficient use of financial resources. ”
 
 At the same time, Adgur Ardzinba agreed that there are problems in Abkhazia in terms of development, design, coordination of design and estimate documentation, and examination in the territory of the Russian Federation. “Of course, we need to increase work on the adoption of standards that are used in the Russian Federation, to unify approaches. Then our internal investments in infrastructure facilities, etc., will be more efficient. In terms of prospects for the future investment programs, the Ministry of Economy of the Republic of Abkhazia sent its vision to the management. We believe that it is necessary to concentrate on solving infrastructure issues, such as energy, transport infrastructure, etc., ” - minister stressed.
 
 The importance of building infrastructure was noted by Koshin: “For investments, There must be a simple infrastructure for investments. These are - energy, water supply, drainage. How can you build a hotel if there is no water or light in it? And the achievement of the country's leadership is the electricity tariff of 40 kopecks. But no one talks about losses, network wear and collection. It is believed that someone must come and decide all issues related to modernization. Those 70 million rubles that were spent by the Russian side in 2 years went into the air. ”
