Adgur Ardzinba: Strategy belongs to all the people, its implementation is not possible without the participation of the whole society and each citizen individually

The Cabinet of Ministers of the Republic of Abkhazia approved the "Strategy for the RA social and economic development until 2025".

Putting the issue up for discussion, the Acting Prime Minister Shamil Adzynba, who led the meeting of the Cabinet, said: "The strategy is a conceptual approach to the development prospects of the country. In the future strategy may be expanded and deepened with the adoption of the relevant documents by sectors and areas".

Presenting the strategy, the Minister of Economy Adgur Ardzinba stressed the need to transition to long-term planning of development of the country". In order to achieve a certain result, to reach the goal, it is necessary to extend the planning horizon. It is necessary to answer to ourselves how we see Abkhazia in 2025? Strategy does not respond on all questions, does not claim categorically". In this case, to describe the scale of the work, he cited statistics of preparation of the strategy. So, he said, for nearly 10 months of preparation of the document had been several dozen targeted surveys and studies, which covered about 4 thousand citizens of Abkhazia, more than 20 meetings with the assets of districts, towns, villages which were attended by a total of up to 1 thousand people, 15 meetings with individual target audiences, involving up to 450 people. Many works have been started from "zero". Theprepared document received more than 15 external reviews, including the leading scientists of Russia

Ardzinba said that strategy consists of 3 stages: a comprehensive analysis of the country's development over the past 10 years, a way out the systemic crisis and the proposed optimal scenario development of the republic with the specific target indicators. The Minister voiced some of these indicators: "Subject to the successful implementation of the provisions laid down in the strategy, it is expected that by 2020 the average wage in all sectors of the economy of Abkhazia will be more than 20 thousand rubles, in 2025 it will rise to 30 thousand rubles. The growth of own revenues of the budget will increase by 3 times, the growth of foreign trade turnover - by 2.5 times, the number of employed people - in 2 times".

Economy Minister stressed:" It is very important that the strategy is not perceived as a document belonging to one or the other political team. Strategy belongs to all the people of Abkhazia, because its realization is impossible without the participation of the whole society and each citizen individually. 

For his part, Director of the Center for Strategic Studies under the President of the Republic of Abkhazia Oleg Damenia emphasized our country's success depends on our ability to create development institutions, life cycle is much longer than the life cycle of a political command" - move from inertia to the development of optimal. This requires a special effort on the part of the authorities. But all the people need to understand what kind of society we live in and what can be done".

Summing up the discussion, Shamil Adzynba noted that taking strategy, you need a comprehensive approach to its implementation, review the many laws and regulations. "The implementation of the Strategy is only possible in conditions of political stability", - said Adzynba.

Following the approval of the government, strategy will be directed to the President of the Republic of Abkhazia.
