 Minister of Economy, said: "The President of Abkhazia Raul Khajimba has chosen a top priority in the economic policy of the state - self-sufficiency. According to statistics, in recent years Abkhazia has made a significant breakthrough in the economy. The share of own revenues in the budget of 2016, compared with the budget of 2014, increased from 12% to 48%. Overall revenue growth was more than 55%. This is considering the fact that there was a record low inflation of the ruble, which amounted to 5.4% in 2016. Export growth was 89%. There are more than 1600 new jobs. In 2016 there were more than 1000 enterprises. The fishing industry has increased the volume of exports to 1 billion rubles."
 
 The absence of significant changes in the social sector, in spite of the growth of revenues, Ardzinba explained as Abkhazia continues to pay debts for "baseless" loans. "Abkhazia owes more than 3.5 billion rubles, which are repaid annually. At the moment, there are negotiations with creditors on restructuring the railway loan, which could significantly reduce the burden on the budget. Also, on the efficiency of the economy affected the lack of sustained funding and prioritization. It is necessary to start with the financial support of the basic sectors of the economy of Abkhazia, such as - tourism, agriculture, industry, and others. Presented yesterday economy development program to the President is designed to solve this problem", - he stressed.
 
 Asked by journalists about what prevents the state lending program for small business, the Minister said that all previous support for small business program ran into large debts and continuous litigations. Created in the early 2000s, GC "Abhazlizing" proved futile and brought more debts and lawsuits than profits. Even the building which was transferred for use of the company, was used for other purposes. "However, we do not abandon the idea of ​​leasing. Moreover, the creation of the National Fund for leasing is a part of the development project of the economy approved yesterday by the President ", - he said.
 
 Also, Adgur Ardzinba shared plans for 2017: "This year, the Ministry of Economy plans to lay a budget of about 100 million rubles for the implementation of several programs to subsidize the cost of loan servicing, supporting agricultural exporters and training business. These programs are being considered by the Government. Under consideration is a draft of the provision of tax holidays for start-ups".
 
In addition, the Minister announced the launch of another project. According to him, "Sukhum dairy plant will be launched in summer  2017".
