The meeting was attended by Deputy Prime Minister, Minister of Finance Vladimir Delba, Deputy Prime Minister, Minister of Economy Kristina Ozgan, Minister of Taxes and Duties Daur Kurmaziya, Minister of Tourism Teymuraz Khishba, acting Foreign Minister Daur Kove, Minister of Health Tamaz Tsakhnakiya, representatives of the Border Directorate of the State Security Service, the Ministry of Internal Affairs, public organizations and the tourism business.
Participants of the meeting spoke about the regime of the Abkhaz-Russian border, taxation of tourism industry organizations, the conditions for leasing state facilities, etc.
Anna Kalyagina, President of the Abkhaz Tourism Union, appealed to Government members with a number of proposals for supporting entrepreneurs.
For his part, head and members of the Cabinet of Ministers considered the proposals and expressed their readiness to implement a number of them.
So, Daur Kurmaziya spoke about the support measures that have been developed at the RA Ministry of Taxes and Levies. In particular, a proposal is being prepared on deferring quarterly advance payments on property tax and land tax. “If adopted, such an extent as a deferment of payment of taxes, the guarantee of the absence of penalties will automatically be added,” he explained. At the same time, it is proposed not to apply compulsory tax collection from business accounts for the period of deferred payments.
There are proposals to change the payment of value added tax.
“The issue of paying VAT on advance payments depends on accounting policy and method of determining revenue. This question can be exclusively individual. We are ready to consider and discuss the introduction of changes in the accounting policies of enterprise before the start of the holiday season, ” said Kurmaziya.
Also, Minister said that at the interdepartmental level, there was already being developed a proposal to replace the fixed taxation of enterprises in the industry in the form of a special tax for accounting for income and expenses (simplified tax system).
All these proposals will be sent to the National Assembly of Abkhaz Parliament.
In addition, Vladimir Delba informed about the deferral of rental payments for the use of state property, with the exception of debts arising before January 1, 2020. Since the start of quarantine measures, restrictions have been introduced on the conduct of planned tax audits in all sectors, with the exception of inspections related to presence of signs of violation of the law.
Following the meeting, Alexander Ankvab emphasized that Government shares the concerns of tourism industry entities and at a working meeting with profile ministers will discuss in detail the regulatory support measures in the tourism sector.
