All 18,727 war veterans will be awarded medal "For Victory"

Sukhum. August 6. Apsnypress. Opening the meeting, Defense Minister Mirab Kishmariya said: "Our goals and objectives are to the end of the month award worthy people that were submitted to the awards. Many people for different reasons, have not yet been presented". According to him, it is on this issue should be gathered "to reach a consensus". He also cited statistics: today, the country has 14,869 combatants, including 2310 -volunteers, 3858 - participants in the rear. The number of those killed in the war - 1,680 people, injured - 7000 people. The total number of participants in the war - 18727 people. Among them were awarded various awards - 6371 people. "Heroes of Abkhazia" - 361 people, knight Leon - 1627 people, the Order of Courage - 68 and the medal "For Courage" - 4317 people. 

Talking about the system of representation of war veterans to the awards, Vice-President, the chairman of the commission Vitaly Gabniya said: "The issuance of awards today largely discredited. From what I experienced there is a lot of injustice". He also noted that in the work of the commission on disability are so many violations. "The money that the state seeks to support people with disabilities, eroded by those who are not among the disabled. If these funds were used to 45 - 50 million rubles, now it is 85 - 90 million. In this regard, it is time to take arbitrary decisions, and after 22 years after the war, it is time to close the subject",- said Gabniya. 

When discussing the identified problems Vice President stressed that in addressing issues it is important to get the help of others.    

Vitaly Gabniya offered the decision: "We need to build a system. Only the commander can submit to reward the participant of war. And awarding will become as a solemn ceremony".

In turn, the Security Council secretary Mohamed Kilba said: "We have legalized such people, with whom should speak the competent authorities or the public. And those people who were in the trenches and bore the brunt of the war,  were not up to the awards. World distorting mirrors wants to present events and actions in a distorted form. We need to actively participate in the processes in which we are competent. And clearly express our position. We must learn to say "no" to unworthy! " 

Following the meeting were made "Regulations on the combatants of the war of 1992 - 1993. According to the document, all the participants in the war were divided into 2 categories. For example, combatants are: 

1. Persons who are in the lists of personnel departments, in accordance with the orders of the commanders who took part in the actions on the front line; 

2. persons who are in the lists of the personnel of the engineer units; 

3. commanders at all levels are responsible for the adoption and enforcement of judgments in the course of military operations; 

4. radio operators and the medical staff that run the battle groups, platoons, companies, battalions; 

5. Drivers of vehicles constantly delivering personnel, weapons and ammunition. 

The participants of war are: 

1. Persons who are in the lists of personnel repair and engineering departments; 

2. persons engaged in logistics; 

3. The employees of hospitals and food facilities serving military units; 

4. The personnel of the military commandant's offices and garrisons; 

5. The media workers of institutions and Cultural enlightenment, writers, providing ideological and moral support to the armed forces. 

In addition, the meeting decided: 

• to consider and decide on the premium sheet submitted to the Defense Ministry, 01.08.2015, as well as to stop taking premium sheets of 10.01.2015 

• Establish a medal "For the Victory" and award this prize all 18,727 war veterans. 

Issue of discontinuation of documents showing receipt of wounds and contusions of 1992 - 1993 is postponed for revision. A special commission for this will be established.
