Amra Kvarandziya: The budget for 2016 is based on an optimistic forecast of economic development of the state

At the meeting of the session of the National Assembly of Parliament was approved the bill "On the Republican Budget for 2016".

Presenting the budget, Finance Minister Amra Kvarandziya stressed: "The budget for 2016 is based on the indicative terms and optimistic forecast of economic development of the state". Among the objectives of the budget minister identified the promotion of economic, scientific and technological progress, the maintenance of security and defense of the country and providing the public sector and social policy. The main parameters of the budget: a consolidated budget revenues - 13,487,216 thousand rub, the costs - 493 359 thousand 13 rub. Financial assistance of the Russian Federation for 2016 will amount to 7,767,700 thousand rub. At the same time it is projected that revenue growth will outpace the costs. Thus, the budget is in deficit. As informed Kvarandziya, it is assumed that the RA will make own income of 5,719,513 thousand rub. On the program activities planned to spend a total of 918 million rubles. For his part, the Minister of Economy Adgur Ardzinba noted that for the next year the Ministry will start a single server, "which will flock all statistical information of the state - the tax, customs and other that will more accurately predict the economic indicators of the republic".

According to him, "according to the budget legislation there are a number of contradictions in the budget". In particular, the size exceeded areas of the Republic of Abkhazia grants. In addition, any comments with regard to the administration of income and expenses. "The adoption of the cost of items has not been yet approved by the executive power", - said Arshba.
 
 The position of the Parliamentary Committee on Budget, credit institutions, Taxes and Finance expressed its chairman George Agrba: "The draft budget was reviewed and discussed at an enlarged meeting of the Committee. My opinion is that the problem areas should be considered. I do not want to infringe upon the interests of the regions. There is a technique that allows you to avoid distortions. To adopt a law in the first reading, we will be able to work out all the amendments later".
 
 The bill "On the Republican Budget for 2016" was adopted unanimously.
 
 In addition, in the first reading was approved the budget bill of six extra-budgetary funds: social insurance and labor protection, repatriation, mandatory health insurance, road and pension funds and state budget funds pf the Disabled of the War of Abkhazia 1992-93.
