Ardzinba: Commissioner for Economic Affairs should be assistant and feedback from government agencies for all businessmen of the district

The Ministry of Economy held a meeting of Minister with the Economic Commissioners from all regions of the republic.

Sukhum. January 11. Apsnypress. Minister of Economy of the Republic of Abkhazia Adgur Ardzinba held a meeting with economic ombudsmen from all districts of the republic.
 
 The Minister of Economy recalled that the institution of ombudsman for economic issues was created in accordance with the Resolution of the Cabinet of Ministers “On measures for the development of entrepreneurship and stimulating business activity in the administrative and territorial units of the Republic of Abkhazia.”
 
 According to him, the lack of active interaction between the republican and local authorities makes all the work ineffective.
 
  “In 2017, while working on the development of an indicative plan, we conducted an analysis for all districts and towns. We compared the actual figures of 2016, which are provided by the districts with the data of tax structures. We reviewed over 1,000 balance sheets that are the source of this information and revealed a lot of inconsistencies, ” - said Adgur Ardzinba.
 
 According to Ardzinba, all comments were sent to areas and eliminated.
 
 “In 2018, we conducted a similar random inspection and practically revealed no inconsistencies. This is a good result of teamwork ", - believes the Minister of Economy.
 
 Minister noted that within the framework of interaction between the Ministry of Economy and economic affairs commissioners, it is necessary to synchronize and unify work in terms of stimulating business activity and creating a favorable climate for entrepreneurs.
 
 “We have such a practice, when the indicator of the effectiveness of workers in the region is not to create more enterprises and jobs, but to beg for more subsidies from the center,” - he said.
 
 Minister of Economy said that the main activity of the institute will be the implementation of state economic policy in the field, the purpose of which is to create jobs for the population and develop entrepreneurship.
 
 Adgur Ardzinba also said that the Ministry of Economy and the State Investment Agency often receive appeals on issues that are resolved at the level of the economic blocks of the administrations of towns and regions.
 
 “Unfortunately, in some areas there is no understanding that the entrepreneur is the most important person. It is necessary to understand that his taxes ensure the vital activity of the entire state, ” - stated Ardzinba.  
 
 For example, the minister spoke about the situation when an entrepreneur waited for a land plot to be issued and for obtaining a building permit in one of the regions of the republic for about two years.
 
 “The Commissioner for Economic Affairs should put the work in such a way as to become an assistant and feedback of government bodies for all the businessmen of the region,” - he stressed.
 
 At the same time, Adgur Ardzinba recalled that in accordance with the provisions of the Ordinance, the commissioners must submit their proposals for reducing administrative barriers to business.
