Arthur Mikvabia: One of the main problems faced by the country - elimination of the shadow economy

"On behalf of the President this year's budget is necessary to conduct in the earlier periods, so the deputies of the Parliament have enough time to read the document. This will allow us to get a better quality budget. We plan to develop and strengthen the development budget for 2016 ", - said the Minister of Economy Adgur Ardzinba, representing Indicative Plan which has to contain forward-looking development plan for the next year. 

According to him, the Ministry of Economy has already prepared the project forecast plan of socio-economic development of the Republic of Abkhazia for 2016. The project is based on the actual performance of enterprises and organizations for the I quarter of 2015, as well as evidence collected in a manual mode for II quarter. Also, representatives of the Ministry routinely regularly travel to the regions to discuss the prospects of regional development. And this work will continue. 

Actually, for the next year, according to Adgur Ardzinba, it is needed to create a single information center where all the data will flock to all the participants of foreign economic activity and legal persons of the country, which will allow "more clearly see what is happening in the economy".

The forecast plan previously forecasted total production of goods and services for 2016 in the amount of 83.4 billion rubles. Including agriculture - 7.6 bln rubles in foreign economic activity - 27.7 billion rubles. To forecast the volume of production by sector, excluding agriculture and indicators of foreign economic activity in 2016, compared with an adjusted plan for 2015 increased by 30.1%. Profit respectively - 47.1%. 

As the Minister of Economy, the forecast for 2016 missed the maximum possible limits and made by the aggregate volume of 8.1% and 18.7% of profits. The volume of foreign trade turnover for next year is projected at 27.7 billion rubles. Projected exports amounted to 3.557 billion rubles, the volume of imports - 24.2 billion rubles. The number of employed in the non-budgetary sphere is projected at 26 048 people, including in agriculture - 4025 people. 

His opinion about the document expressed the Deputy Prime Minister Dmitry Serikov, "There are many tasks for 2016, we are not in a simple situation. Our domestic goods in worse condition. Any import is in the preferences, as opposed to domestic production. And it needs to be corrected. If people do not understand that they have to pay taxes, then we can not build a state". 

In addition, according to Finance Minister Amra Kvarandziya, without making any changes to the tax legislation, the budget increase is also possible. 

"One of the major issues faced by the country - elimination of the shadow economy. Economic agents do not submit balance sheets for years. Protecting domestic production will help us expand our business and to reduce unemployment", - said Prime Minister Artur Mikvabia summing up the meeting.
