A regulatory framework has been developed to ensure transparency, openness, and efficiency in the implementation of public procurement.
Sukhum. March 19th. Apsnypress. Working Group of the Ministry of Economy with the participation of CCI of RA Union of Industrialists, entrepreneurs and farmers of RA, RA Ministry of Finance and Administration of the President of the RA develloped draft law "On procurement of goods (works, services) for state needs" as well as the draft Resolution of the Cabinet of Abkhazia "On Temporary exercise of procurement of goods (works, services) for state needs".
The development of this regulatory framework is due to the long overdue need for transparency, openness and efficiency in the implementation of public procurement, according to the press service of the Ministry of Economic Affairs of Abkhazia.
At the first stage in order to study the practice of implementation of competitive procedures in the procurement of goods (works, services) for state needs of RA Ministry of Economy plans to implement these procedures in the framework of regulations.
In the future, as the learning experience and to eliminate the disadvantages arising during the tender procedures, procurement is planned to be carried out in accordance with the above law.
In addition, these regulations create conditions to ensure effective competition of economic entities, the principles of fairness in the allocation of public contracts and to ensure higher rates of economic growth associated with the rational allocation of budget spending in the economy. In particular, regulations provide for the possibility of certain preferences for small- and medium-sized businesses, as well as domestic suppliers of goods (works, services).
According to the authors, with the proper implementation of the provisions of these documents, it will be possible to increase the budget savings in public procurement, to significantly reduce corruption component, to ensure a level playing field for market participants and thereby create conditions for the development of individual enterprises and economic growth in general.
