Funding for housing programs is suspended because of a threat to economic stability

Prime Minister of Abkhazia Alexander Ankvab held a meeting with Minister of Social Security and Demographic Policy of the Republic of Abkhazia Ruslan Adzhba and Head of the Legal Department of the Ministry Romeo Cherkeziya.

Prime Minister of the Republic of Abkhazia Alexander Ankvab at a meeting with Minister of Social Security and Demographic Policy Ruslan Adzhba and head of the legal department of the Ministry, secretary of two state programs to assist in purchase of housing Romeo Cherkeziya discussed issues of social support for citizens in need of housing or its improvement.

As stated the message, Minister presented to Head of Government a report on the results of implementation of the programs “Providing housing for certain categories of citizens of the Republic of Abkhazia” and “Housing-2021”. According to data provided, during 2019, within the first program - 49 applications, the commission issued 12 positive decisions, 11 families became owners of housing purchased by the state. According to another state program for 2019, 318 applications were received, of which 42 applications were approved by the interdepartmental commission. 54 apartments and households were purchased for persons in need of housing. The funds of both programs laid down in the budget for 2019 have been disbursed. But in 2020, the acceptance of documents was suspended due to funding restrictions.

Representatives of department explained that the two programs have a fundamentally different approach to creating a list of candidates. Persons belonging to several categories are allowed to participate in the CP “Housing for certain categories of citizens of the Republic of Abkhazia”: disabled people of the 1st group, including disabled people of the 1st group and families of the people of Abkhazia who died during the War, families of those killed in the line of duty responsibilities, families of missing persons, large families with four or more children. And the CP “Housing-2021” provides for the provision of repayable funds and permits the participation of persons with disabilities OVNA 2 groups, large families (3 or more children), persons dependent on a disabled child, etc. Moreover, both programs provide for one general condition - the applicant should not have his own housing in the territory of Abkhazia.

Following the meeting, Alexander Ankvab instructed Minister to assess the effectiveness of the programs and the prospect of continuing their implementation, as well as organize work to centrally inform applicants about the suspension of program funding in the face of a threat to economic stability.
