Gabniya - Bzhaniya: eye to eye!

On the meeting of representatives of the authorities and the opposition at the site of the Public Chamber: quotes, thoughts, facts.

Sukhum. April 14. Apsnypress. Elena Poluyan. As Public Chamber Secretary Natella Akaba noted, opening the meeting of authorities representatives and the opposition, this event can be described as "unprecedented".
 
 Indeed, against the backdrop of "serious political process", launched in the country - the collection of signatures for a referendum on early elections of the President of the Republic of Abkhazia, representatives of the opposition political forces invited the Vice-President of the Republic of Abkhazia Vitaly Gabniya and formulated their claims to power. For the first time the two leaders of political poles talked eye to  eye! Questions were raised, the answers obtained.
 
 President of the Foundation for Socio-Economic and Political Studies "Apra" Aslan Bzhaniya began pathetically: "The authorities, in particular the President and his team, backed from the most important, they have made no effort to solve the problem associated with the unity of our people! The participants know that the document was signed on August 22, 2014 - "Agreement on Measures for the achievement of national unity". This document is not about measures for the employment of Aslan Bzhaniya, Alkhas Kvitsinia and so on. The document is about to begin the process of national unity. " At the same time, Aslan Bzhania gave Vitaly Gabniya large laminated sheet with the text of the Agreement.
 
 Then Aslan Bzhaniya listed negative aspects of politics. According to him, the economy is in the red, and the budget of last year failed. The opposition is not happy with how things work in law enforcement, it is concerned about "deteriorated relations with Russia" and widened scope of the President's fund.
 
 But what's interesting, debating on the part of the claims Bzhaniya refuted his arguments himself. For other "flaws" explanations were given by Vitaly Gabniya.
 
 In particular, the leader of "Apra" fund noted that "in comparison with 2014 the country's own budget has increased". However, he attributes this to "a rise in prices and the introduction of new taxes". And about the reform of the law enforcement system, he stressed such facts as the creation of a new "Office of the General Prosecutor's Office and the Law on the Fight against Corruption". Although he reminded the need to continue working on by-laws.
 
 For his part, Vitaly Gabniya assessed the referendum initiative, "the rule of law is the Constitution, which reads about the three cases listed in it when the early elections of the RA President can be conducted: if he leaves at his own request, if the President died, and in connection with the impeachment. For example, we held a referendum, which should lead the country to early elections. Then it is necessary to appeal to the Constitutional Law, which among the causes of the organization of early elections, there is no referendum. In this case, the President shall refer the matter to Parliament either for revision of the Constitutional Law, or to refer to the opposition and the reformatting of the wording of the referendum. For the organization of early elections should be declared impeachment, with a clear,  reason why the President should prematurely resign".
 
 Gabniya responded to other opposition claims: "During the signing of the Treaty of Alliance with Russia, we stood on the protection of the country's sovereignty. And the President had not deviated from this position. " In response to accusations by the division of the people, he said that about 70% of employees at various levels remain in their jobs after the change of power. At the same time, he said: "The team and the people united by the idea! What is your idea? When there is no idea, people are united by different principles. For example, this: if the establishment team in power steal a lot, it does not last long, but if we all steal, it lasts less, but that's enough for a hundred years. Our team after the election in 2014 was forced to negotiate with other political forces. So now there is some imbalance in it. But thank God, there are people who want to move the country forward, on the one hand. And on the other - people who want to rob her, "at the entrance". And we are not on the road with them!"
 
 According to the allegations in the absence of reform of the Interior Ministry, Gabniya said: "When we came into power, it turned out to be in a difficult situation. The country had direct debts of 800 million rubles. It was necessary to pay for our patients in medical institutions of the Russian Federation, , to pay all construction companies, without exception, to business entities, even state-owned enterprises.
 At the same time, we understand that in the first year of operation it is impossible to deal with the situation in the lower circles of corruption. For this purpose it is necessary to strengthen the power, we need money to reformat the police, to increase the salaries, number of employees, social assistance. And only after that to fight the institutional mechanisms in the field of corruption!"
 
 And then, on the implementation of budget commitments after Russia refused to provide 9 billion rubles, "In the end, we had to survive in 2015 due to the internal capabilities. And this at a time when due to the corruption of the upper circle, Abkhazia was on the tip of the Russian assistance. However, the salaries had not been detained for a single day. In these circumstances, the budget of 2016 is already laid all the necessary preferences. Without the support of the Russian Federation: to increase wages, to support mothers and children, large families, the fund of war disabled is expanded twice. Yes, this is done, including at the expense of the administration of taxes, the VAT increase. But it is a question of our sovereignty. "Gabniya named the figures: in spite of the so-called tax pressure, 806 companies were registered in 2015, of which only 274 - large companies, with the form of organization OOO! The rest - small businesses. In addition, without favoritism, the official tenders is now shared on construction contracts.
 
 In conclusion, Gabniya said: "I am not satisfied! I wanted to do more and faster. To acknowledge the mistakes - is the position of strong people! Although, one can not turn overnight what settled for 20 years. But to not see the results can the only one who does not want to see them!"
 
 Indeed, the arguments of Vitaly Gabniya have not been heard. "I ask you a question: is it necessary to perform the agreement or not?" - repeated opposing Aslan Bzhaniya. He stressed that the implementation of the Agreement of 2014 is the main point of opponents' claim.
 
 However, as before, the opposition continued to contradict their arguments. For example, a representative of the political party "Amtsakhara" Harry Samanba said that the agreement "must not be signed" - because each political bloc, coming to power, must form its own team. Such is the logic of things at all times!
 
 And Samanba ended with a question: "Why did you took power, if all was in such a bad condition?" 
 
 Thus, it remains unclear, firstly, the cases in which, in his opinion, it is necessary to change something in the power? And secondly, why is the implementation of the Agreement is the main argument "against", when later the opposition itself did not want to sign it? Whether there have not yet been found more weighty mistakes in the leadership's politics, or they simply forgot to include them in the list of claims. Because, then Aslan Bzhaniya, referring to Vitaly Gabniya, asked: "Give me 5 minutes, I will read your statements during the air time ..." 
 
   The debate ended with the question: "Where were you in March 1993 ?!" - by another representative of the PP "Amtsakhara" Victor Tvanba, who asked the Secretary of Security Council Muhammed Kilba.
 
  At the end, after a series of abusive epithets and statements of opposition, the situation was picked up by a member of the Public Chamber Jinjolia Socrates: "It is necessary to properly treat each other. To come and put a mountain of negativity is a waste of time! You defended the same state in the war. And it is not allowed to rend it today!"
