Deputy Prime Minister and Minister of Economy informed the meeting that the State Committee for Statistics already has proposals on these issues and has repeatedly proposed them to Government.
Sukhum. 2 June. Apsnypress. Vice Prime Minister and Minister of Economy of the Republic of Abkhazia Kristina Ozgan at a meeting with representatives of the Ministry of Tourism, Ministry of Agriculture, Ministry of Taxes and Duties and the State Statistics Committee discussed the issues of reforming accounting and statistics.
Kristina Ozgan informed the meeting that the State Committee for Statistics already has proposals on these issues and has repeatedly submitted them to the Government.
“We considered it necessary to discuss these proposals with representatives of leading ministries and develop specific measures for the short and long term,” she said.
Goskomstat chairman Kama Gogiya specified that, unlike Russia, the Soviet accounting system operates in Abkhazia.
“Life is changing, and we have new organizational and legal forms. Many began to switch to IE (individual entrepreneurship). It is not indicated that individual entrepreneurs must report in our legislation so the statistics began to deteriorate, ” Gogiya said.
According to Gogiya, due to impossibility of a full accounting of individual entrepreneurs, the State Statistics Committee does not have reliable data on the tourism industry either. For example, a significant number of citizens have guest houses whose status has not yet been determined.
“Last year, we approved new reporting forms for the Ministry of Resorts and Tourism, but there was no progress,” Kama Gogiya added.
For his part, Tourism Minister Teimuraz Khishba noted that in order to complete the introduction of the new reporting form, it is necessary to switch to an electronic system similar to that of the Ministry of Taxes and Dues.
According to the Ministry of Agriculture, the chairman of the State Statistics Committee, Kama Gogiya, noted that despite the Cabinet of Ministers decree a few years ago to conduct an agricultural census, it was never carried out.
Kama Gogiya believes that there is no need to develop a separate reporting form for the Ministry of Agriculture, but it is better to introduce a household book, which will be kept by representatives of the regional offices of the State Statistics Committee.
The Minister of Taxes and Duties, Daur Kurmaziya, noted that the main problem is ensuring the implementation of statistical reports. “Kama Alekseevna posed relevant issues - this is reporting by individual entrepreneurs. Another, no less difficult issue, concerns entrepreneurs engaged in activities that fall under the special taxation regime - this area is not taken into account at all, ” said Kurmaziya.
Thus, according to him, today the statistical reporting of individuals is practically absent. To solve this problem, the Ministry of Taxes has drafted a bill “On Amending the Law“ On State Registration ”, which is already in the Government. These changes will allow entrepreneurs to provide reporting in a “one-stop shop” and avoid duplication of the provision of documents.
Kristina Ozgan suggested using the experience of the Ministry of Taxes and Duties and adapting them to the proposals of the State Statistics Committee. “Such a mechanism complies with modern requirements and, in my opinion, will certainly improve and adjust the accounting that is being conducted today, in direction of current data,” she summed up.
The second issue that was discussed at the meeting was the need to switch to the All-Russian Classifier of Economic Activities (OKVED), while in Abkhazia the All-Union Classifier of Branches of the National Economy (OKONKh) is still used.
Summing up the meeting, Kristina Ozgan asked the participants to participate as actively as possible in resolving these issues.
“For our part, we will formulate your proposals in the corresponding draft decision of the Government and send you for approval,” concluded Kristina Ozgan, Deputy Prime Minister and Minister of Economics.
