Maxim Topilin: Draft law on ratification of the agreement on pensions of Russian citizens residing in Abkhazia is approved by the Russian Government

The Ministry of Labour of Russia has prepared a draft law on ratification of the Agreement between the Russian Federation and the Republic of Abkhazia on pensions of Russian citizens permanently residing in the Republic of Abkhazia. On Thursday, July 16 at the Cabinet meeting it was approved, according to the website Ministry of Labor. 

In April 2015 the agreement was signed by Minister of Labour and Social Protection of the Russian Federation Maxim Topilin and Minister of Labour, Employment and Social Security of the Republic of Abkhazia Suren Kerselyan. As explained the head of the Russian Ministry of Labor, "the implementation of the agreement will improve the pensions of Russians living in Abkhazia to the level of pensions in the Southern Federal District as for January 1, 2015 - it is about 10 thousand rubles".  

"If the size of pensions of Russians living in Abkhazia does not reach the average level of pensions in the Southern Federal District, in addition to the total amount of pension of citizen will be set monthly surcharges - said Maxim Topilin. - And it will be paid in stages over three years". 

The agreement applies to citizens of the Russian Federation living in the Republic of Abkhazia and have residence registration in the territory of the Republic of Abkhazia, with the exception of citizens who have residence registration in the Russian Federation, the establishment and payment of pensions and insurance pensions for the state pension which will be in the manner and on terms determined by the legislation of the Russian Federation. 

The average size of pension of citizens on January 1, 2015 amounted to 6,262.33 rubles. The average size of pension in the Southern Federal District - 10 179.65 rubles. The average size of additional payments to the pension amount in 2015 - 598.05 rubles, in 2016 - 765.52 rubles, in 2017 - 1,519.23 rubles. 

The number of Russian citizens residing in the territory of the Republic of Abkhazia and reached retirement age, according to the Russian legislation on January 1, 2015 is 32,058 people.
