Parliamentarians discussed the fight against corruption, special economic zones, abolition of fees for plots of land and other issues

Sukhum. September 23. Apsnypress. Elena Paluyan. Thus, in the third and final reading was discussed a bill "On Specially Protected Natural Areas". By the proposal of deputy Kan Kvarchia, after the adoption of the Law, which stipulates the protected areas, their boundaries will be determined by the Cabinet of Ministers of the Republic of Abkhazia. 

Furthermore, the debate caused a bill submitted for the second reading "On special economic zones". According to the deputy Beslan Tsvinariya, the expanded project with an invitation of interested professionals, and other interested entities to submit its opinion on the draft. As a result, there were made changes to the document. "For executive this law will be another tool to attract investment to the country. In certain areas, you can create a locomotive for economic development", - said Tsvinariya. 

However, a number of MPs raised concerns. So, the deputy Valery Kvarchia was concerned that the SEZ may become a place where money is laundered. What he objected: money-laundering is a matter of the effectiveness of the executive. Creation of SEZ must be submitted by president. As a result, the bill was passed with one voice "against". 

No less heated discussion took place on the other two bills "On Combating Corruption" and "On amendments to some legislative acts on combating corruption". The purpose of the document, according to the speaker of the Parliament Valery Bganba "prevent corruption solutions in all branches of government". The MP Leonid Chamagua offered to go further and legalize the declaration of income. "People are suspicious of the authorities. It is necessary that government officials declare their income. It's time to think about it", - he said. According to deputies, after the adoption of this bill, next step should take - the development of a draft law on anti-monopoly activities. 

At the same time, as emphasized Prosecutor General Alexey Lomiya, after the adoption of the document, his office openes a wide scope of activities. "To fulfill the law on combating corruption, I think, we have to create a special Managements", -said Lomiya. 

Another important document that was discussed in the Parliament, was the bill "On Amending the RA Law", "On Land", submitted to the session for the first reading. According to the speaker, it is the release of the payment for the land owners of gardens in rural areas. Dimensions areas still to be discussed. 

Also in the second reading it was adopted the bill "On Amendments to the Law", "On insurance premiums and payments to non-budgetary social funds of RA" and approved a decree "On creation of a working group of the National Assembly" by the Parliament of the Republic of Abkhazia on the draft Labour Code of the Republic of Abkhazia".
