President of the Republic of Abkhazia Raul Khadjimba made a statement in connection with the socio-political situation in the country.
Sukhum. October 20. Apsnypress. The statement reads:
"Dear compatriots!
For more than 20 years, we are building a new independent state. We have gone through many difficulties, upheavals, but thanks to the unity that prevailed in the war, survived, survived and during the blockade, achieved recognition of our independence.
In recent years, Abkhazia has received considerable financial support from Russia. Unfortunately, much of this aid was misused. Those who had access to these resources, improve their personal well-being. However, the majority of our population resides in the same difficult financial condition.
I have repeatedly said in my speeches that the aid must be entered to use the cost-conscious, fair, sending it to the recovery of our economy. We can not build a state, all the while holding out hand for help.
But this does not mean that we abandon support. We need to add on to our own possibilities. We can not sit blithely cross-legged waiting for assistance from the outside.
We will be more careful with the funds, and the benefits gained by our labor and sweat. And with such an attitude to the country other states will get more trust and respect for us.
It should be noted that in the same Russia and around is now forming difficult situation due to certain circumstances. And it can not affect our position.
This year has convinced us that our state is quite self-sufficient and can develop at the expense of our own capabilities. There are the first steps. There were times when we could not generate our budget, in the hope that the Russian financial assistance to arrive. We can not fail to note that since 2009 Abkhazia received help from Russia in two directions. The first field includes salaries of the power structures, workers of culture, health, education. The second area involves the development of the economic sphere.
This year, we have not received aid earmarked for economic development. For this reason, there were some difficulties with the implementation of the budget, but, despite this, we were able to exceed the previous year on tax revenues in the budget of 500 mln rubles. Timely payment of wages, pensions. We have achieved higher wages to employees of courts and prosecutor's office. In Gagra and Gudauta district, as well as in Sukhum to pay a premium for certain categories of public sector wages. We hope that we will require the same opportunity to other areas. On our own abilities solve problems of restoration of water, electricity.
Collecting of parental contributions to the school is stopped. Next year will come into force a law exempting farmers from paying land tax for the infield. It returned to the state of about 500 mln rubles. Credit funds 200 mln rubles allocated by banks for development of small and medium-sized businesses. Work is underway to increase by almost half of budget revenues next year.
We openly say that little has been done yet. We must do better. But it is not easy for one year to implement all plans. It seems that those who are today united in one community opposition, they did not believe in the possibility of such association. But there is one circumstance that brought them closer together. This aversion to what makes the current government, headed by myself. The opposition was not satisfied with the changes emerging in the country. It criticizes our cooperation with Russia, and at the same time themselves regularly travel to Moscow. There, at the meetings are trying to instill that if they were now in power, the Russian-Abkhazian relations would be much better, and the people of Abkhazia will feel much better. Yes, of course, easy to luxuriate at the expense of someone else's good.
We openly say that the discussion of contracts concluded with Russia were expressed different points of view. But that does not mean the deterioration of the situation. We must always remember that mutual understanding in negotiations brings the desired results only when you developed the opinion, views, showing your face. And it is very important to be guided by certain principles and criteria. But we must not forget that Russia has its own geopolitical interests, we can not ignore them.
Today we have a chance, combining help from Russia with its internal resources to achieve the capacity-building of our country and embodiment of centuries-old dream of our people - establishment of an independent state.
So let us achieve these goals, relegating to second place our personal interests. We take care of our children's future! Our people are wise, strong in spirit! I am confident that we will master all difficulties!
