President signed a decree on the optimization of regular number of public authorities and state institutions

Released budget appropriations provided for the payment and charges on payment of wages, are directed to the financial incentives of employees of bodies and institutions.
Sukhum. July 2. Apsnypress. In order to optimize staffing levels of government and public institutions of the Republic of Abkhazia:
1. Reduce the total number of personnel of the central and local governments of the Republic of Abkhazia, as well as state institutions of the Republic of Abkhazia, maintained at the expense of the corresponding budget of the budgetary system of the Republic, established as of the date of entry into force of this Decree, at least 15 percent up to August 17, 2015 with the exception of the central government, referred to in paragraph 2 of this Decree.
2. To submit Secretary of the Security Council of the Republic of Abkhazia agreed proposals on optimization of staff number of the Ministry of Defence of the Republic of Abkhazia, the Ministry of Internal Affairs of the Republic of Abkhazia, the State Security Service of the Republic, Government Communications Agency under the President of the Republic of Abkhazia, the State Security Service of the Republic of Abkhazia in the period of up to July 21, 2015.
3. To submit Prime Minister of the Republic of Abkhazia and the Head of the Presidential Administration of the Republic of Abkhazia proposals to reduce the staffing levels of the Cabinet of Ministers of the Republic of Abkhazia and the Administration of the President of the Republic, established as of the date of entry into force of this Decree, at least 15 percent up to 21 July 2015.
4. To establish released by this Decree provided for the optimization of regular number of government bodies and public institutions of the Republic of Abkhazia budgetary allocations provided for wages and accruals for the payment of wages, directed to the financial incentives of employees of bodies and institutions.
5. Heads of the bodies and institutions referred to in paragraphs 1 and 2 of this Decree, draft and approve in the prescribed manner the criteria for evaluating the effectiveness of work of employees (civil servants).
6. In the period up to August 17, 2015 the Cabinet of Ministers of the Republic of Abkhazia to develop and approve the established procedure of sectoral wage of public sector employees.
7. Personally responsible for carrying out the optimization of regular number, the use of reason to impose on the dismissal of the heads of relevant state bodies and institutions.
8. Monitoring the implementation of this Decree to assign to Prime Minister of the Republic of Abkhazia, Secretary of the Security Council of the Republic of Abkhazia, heads of administrations of the districts and Sukhum.
