President: There are the law and order above all in Abkhazia

President Raul Khadjimba appealed with his annual message to the People's Assembly of the Parliament on the situation in the country, the main directions of domestic and foreign policy.

«The work of law enforcement bodies should have no place for unprofessionalism, incompetence, indifference. Every employee of the Interior must raise the level of his culture. Only then he realizes the responsibility that rests on his shoulders. He must constantly work on himself to gain useful knowledge and skills. Higher and more objective evaluation of efforts by police to be trusted by the citizens. The authority of the law-enforcement bodies need to be steadily improve", - said the head of state.

Khadjimba outlined the importance of the material component in the work of law enforcement agencies. "Working in the police should be adequately rewarded. The government will give full support to the law enforcement bodies ", - said the President.

President expects that the implementation of agreements with the Russian side, in particular, preparing to sign an agreement on the clearing house of the Interior, will more effectively work to improve crime situation.

«Very important is the work on improvement of legal regulation of activity of law enforcement bodies. It is necessary to conduct a thorough audit of the existing regulatory framework, to identify the shortcomings of legislation and law enforcement ", - said Khadjimba. He instructed the Ministry of Internal Affairs to actively proceed with this work.

Head of State considers it necessary to adopt the Law on the fight against organized crime, which would include and work to prevent the spread of criminal ideology and values. "It is no secret that some of our young people are still in captivity of false romance of the criminal life, trying not to live by the laws, and on concepts. We must reverse this trend", - said the President.

He noted that there are cases where the criminal world openly defies the law enforcement system, our state. "Our response will be tough and principled. There should be the law and order above all in Abkhazia", - said Raul Khadjimba.

"Critical importance in ensuring security is effective operation of the security services", - stressed the President. "State Security Service should be ready to respond to both traditional and new types of threats, in particular related to terrorism, subversive activities, as well as corruption, organized crime, data protection in the field of national security", - he said.

 Head of State considers it necessary to give serious attention to the strengthening of border lines, modernization of border crossings and other facilities of border infrastructure - most notably in the Georgian border. "It is actively developing cooperation with the Russian Federation, which has already provided significant results in this direction. The border should be fully protected and it should be given a modern appearance as a full-fledged border of a sovereign state - the Republic of Abkhazia ", - said the President.
