President: we need to think about the country's budget, rather than our personal well-being

Sukhum. August 11. Apsnypress. As said President,  no one has been informed about the meeting, heads of state agencies must "know even at night what is happening in their departments". 

Khajimba said: "Recently, I hear talks that salaries, pensions are is not underpaid or not received. I want to publicly reiterate: pensions and salaries in those sizes, which have been previously established every single ruble are paid without interruption. " He also noted that the commitment to increase the salaries of certain categories of state employees is satisfied, based on the opportunities that exist in areas. There is a difficult situation with the national budget. "But I want to assure all nihilists that all objectives are met, all payments - are produced. It is difficult, basing on the budget of our own capabilities, to solve all the planned tasks. Especially when in the past decade, the country used and clearly tied to the Russian financial aid. If from the first days this funding was aimed at the economic development of Abkhazia, we would not have had the difficult economic situation prevailing in the country ", - said the head of state. 

President commented on the crime situation in the country: "I heard the crime situation has become more complicated. However, no figures or arguments in support of this argument are not given. " Moreover, according to Raul Khadjimba, in his conversation with the Ambassador of the Russian Federation, it was stressed that this year the Embassy of the Russian Federation received decreased number of complaints of the guests of the republic compared to last year. 

According to statistics given at the meeting, at the border crossing "Psou" runs daily in both directions 43 - 50 thousand people. The latter figure - 53 thousand people a day crossed the state border of the Republic of Abkhazia. However, as the President said, "the country should benefit from this dividend stream". And these figures depend on the quality of the relevant government agencies. First of all, we are talking about the activity of the heads of administrations of towns and districts, and the system of fiscal authorities. 

Khadjimba also drew attention to the appearance of towns and cleanliness of the streets. "At least once a week main roads must be cleaned", - he said. And ordered the government to determine "whichh structure and who should do this work". 

For his part, Chairman of the State Customs Committee of the Republic of Abkhazia Daur Kobakhia informed that today the republic's budget lists almost 500 mln rubles of customs duties, that means that it exceeded. Raul Khadjimba said: "We have no plans. There are figures and there is a need to increase them". 

Minister of Taxes and Levies Rauf Tsymtsba said that taxes this year have been raised twice more , compared with last year's data, from mini-hotels. 7 million rubles increased tax revenues in the private sector.    

At the same time, the President cited data turnover: Today, the figure is $ 11 billion rubles. "Before the end of the year it remained 4 months. Will we be able to exceed last year's figure of 17 billion rubles? But the country has very different features and real turnover exceeds the statistics. Thus, the fiscal authorities have to learn to work, and not to stay. We did a little bit to say that the tax resources have been exhausted", - he said. 

At the meeting Abkhaz President heard reports of heads of administrations on the economic state, problems and prospects of development of towns and regions. Their proposals to improve the economic situation of the country expressed the Ministers. For example, Finance Minister Amra Kvarandziya noted that the country's budget by 80% is socially oriented and only 5% are tax payments. At the same time, the Minister of Economy Adgur Ardzinba informed: the Ministry has prepared a package of proposals and draft legislation to reform the tax system. "The whole state system of previous years had been focused on the economic development of the country. And it is difficult to expand it overnight", - he said. 

For his part, Prime Minister Artur Mikvabia noted: in 2016, there will be the task of deducing the economy out of the shadow, must run special programs. In particular, to provide housing for military personnel, as well as young families".

In conclusion of the meeting, President Raul Khadjimba said: "We need to think about the country's budget, rather than our personal well-being. And then we will succeed". 

Head of State gave relevant instructions to heads of ministries and departments, as well as set the task before August 20 to complete all the work on the formation of the republican budget.
