Raul Khadjimba: all solutions to identified problems must be submitted to the deadline specified in the Address

RA President Raul Khadjimba discussed at a meeting with representatives of the Government and relevant agencies pursuant to instructions given by the Head of State in the framework of the Adress to the People's Assembly of Parliament of the Republic of Abkhazia.

At the meeting RA President Raul Khadjimba has analyzed the implementation of the assignments given in the framework of the Adress to the People's Assembly of Parliament of the Republic of Abkhazia. However, he stressed: "It is time to move from talk to action! There are certain steps done by the Cabinet of Ministers, but this does not mean that everything is done as it should be. It's not just the order - this is the driving force that will allow, in general, to change the state of affairs in society ".
 
 The President listed the main directions in which the orders were given. This, he said: the issues of budgeting, the relationship of business and government, taxation, anti-corruption, health services, culture, support for returning brothers from Turkey and other countries and others.
 
 For his part, Prime Minister Artur Mikvabiya informed the President on the implementation of the President's adress. As the prime minister said, "appropriate measures have been developed for this purpose, which fit within a specified time". In particular, he noted the fruitful work is being done to establish a regulatory framework "to analyze how many regulations adopted and how many are necessary to be further developed". According to him, 220 of the laws are already adopted, 26 regulations still need to be improved.
 
 Arthur Mikvabiya elaborated, "It is needed to develop a system of state support for start-ups until April 15. Such a program already exists. Law of the Ministry of Economy has been prepared and is being finalized. To all ministries and departments to improve the work with the regulations, you must enter the office of the Secretary of State. This work will be done in the timeline. According to the unified social tax: the work of a special working group has been conducted, by July 4 this document will be ready. The hardest part - the creation of sectoral socio-economic development programs. These programs are ordered. According to the Ministry of Interior: a complex question is located in the settlement stage, we participate in the development of the relevant law. According to the Ministry of Finance: in practice, the transition to a new treasury system has already been made. " In addition, we continue to work on the introduction of health insurance, the development of the provisions of the civil service, the preparation of the state programs in education, culture, launched on the own initiative of the Government program for the ministerial declaration of income of ministers and prime minister.
 
 However, Raul Khadjimba said: "I do not like the pace of work. Good, that laws are made. But, in practice we have that the entire legislative framework, which was adopted in the postwar period, remains empty. There are no regulations that would have solved the problems of the implementation of these laws. Everything is done at random! Therefore, it would be desirable to precisely this work has become a priority. And, in addition to the instructions that are given to each ministry, for me as the head of state, important work on reforming the tax laws. I wish there will be an understanding that the government is ready to make radical changes in this area. Our accounting reports more than the income of the small enterprises. Therefore the accounting system also requires reforming. This was discussed a lot, but there are no concrete steps".
 
The President noted that the Ministries of Foreign and Internal Affairs presented the relevant documents, but they need to be improved.
