The head of state stressed that this increase in the budget "is largely ensured by the entry into force of the Law "On Value Added Tax ", which introduces the" import VAT "on imported goods and services". In addition, as Khadjimba noted, there will be other sources of revenue to the budget, not only of a fiscal nature".

Raul Khadjimba has defined the basic tools of realization of the state policy. These are - primarily targeted government programs. Therefore: "Budget planning should be based on program-target method of financing. In the budget of 2016 we first started to use this principle in some areas. In the future, the Cabinet of Ministers will fully move to program-target method of funding in the budget process, to form a system to assess the effectiveness of programs", - he said.

According to President, one of the main priorities of fiscal policy remains the obligation to pay social benefits, compensation, salary increases. In particular, in 2015, were increased benefits paid to large families and single mothers. "Wage increases of the basic categories of social workers, which began in 2015, will be available in 2016. It requires improving the system of remuneration and activities to enhance the effectiveness of the institutions. We are talking about the continuation of work on the optimization of regular number of public authorities and state institutions", - said Khadjimba.

Khadjimba identified priorities in the budget process: the effectiveness of public financial management, transparency of financial flows, the current reform of the budget system. "The first steps were taken in this direction in 2015. In September, the Ministry of Finance launched a pilot project for the transition from the bank to the treasury system of budget execution. Treasury service translated 15 institutions, including the Presidential Administration, Ministry of Finance, the Academy of Sciences. During 2016 it is planned a phased transfer of all participants in the budget process, including local budgets. The treasury system will lead to the ultimate control of the movement of funds of the state budget ", - said the head of state. However, as Khadjimba emphasized, "the actual state of affairs in the organization of budget accounting and reporting identified serious risks that may be an obstacle to the successful implementation of the reforms started". Therefore, the President instructed the Ministry of Finance "to develop an action plan for the transition to the new chart of accounts, which should include the automation of accounting processes to provide a single methodological approach in the management of budgetary accounting".

"Budget reform, which we have actively started, is a business of several years, and participants of the budget process should be ready for it", - said Raul Khadjimba.
