Raul Khadjimba: No one is going to retreat, the Treasury will work!

RA President Raul Khadjimba held a working meeting on the implementation of the treasury system in budget execution.

Apsnypress. Elena Poluyan.  RA President Raul Khadjimba has designated the theme of the workshop - it is necessary to discuss the beginning of the treasury system and said: "I can assure you, no one is going to retreat. Treasury will work! Already today we can see the movement of money, how much remains in the accounts, who owns, how they are used. The more actively  the process of further work on the treasury system, the more positive it will affect the revenue and expenditure parts of the budget".

Finance Minister Amra Kvarandziya reported on the situation: "With regard to budget users, the process has begun within the framework of the treasury system, they can get information remotely through the internet, to form electronic payment orders. 93 units work on the treasury system. About 3,600 payments have been already processed".

Minister informed about the work of local budgets by the Treasury system: "During the last week the Treasury experts visited the sites and helped to close the report data".

"We need 2.5 months to say that the Treasury system works 100%. Now the only question is that budget users are accustomed to this work ", - stressed Kvarandziya.

At the same time, discussing the activities of banks and enable them to work in the Treasury system, RA President reminded of the need to address the issues of return of earlier loans. In particular, lending to individuals and legal entities in the Gagra-Bank: "Those who owe the bank, they fully need to understand that there are no exceptions for anybody! It is necessary to pay at least a "body of the loan" and then we will think about what to do with percents".

For his part, Deputy Prime Minister Dmitry Serikov noted that all the problems associated with the introduction of the treasury system of budget execution are of "purely technical aspects". "Any innovation, introduced at some point of time, causes difficulties. The Ministry of Finance quickly loaded the necessary instructions. I think in the next few months we will see positive effects from the introduction of the system ", - he said.

Summing up the meeting, President of Abkhazia instructed to prepare reports on the results of the work of the Treasury for the whole period of its activity with the analysis of the positive and negative aspects, and offer appropriate solutions by the end of August.
