Raul Khadjimba on the work of the Cabinet: time demands greater efficiency of the work of all ministries and departments
RA President Raul Khadjimba made a statement in connection with the resignation of the Government of Abkhazia.

Sukhum. July 27. Apsnypress. Elena Poluyan. RA President Raul Khadjimba briefly outlined the current situation.

First of all, Khadjimba informed "about changes in the Cabinet of Ministers": "The resignation of the Cabinet of Ministers has nothing to do with one of the issues on the agenda of today's meeting of the Parliament session and demands of the opposition".

The head of state gave an assessment of the Government: "This part of the Cabinet of Ministers made a lot of work - in terms of increasing fiscal space, the implementation of measures on the investment program line, the introduction of the treasury system, initiated to optimize the state of the whole system of the Cabinet of Ministers ... There are good results in general, but I can not say that all the work was done thoroughly and accurately."

Khadjimba noted disadvantages: "The time demands greater efficiency of the work of all ministries and departments included in the Cabinet. I emphasize that many of the items of the orders, which were announced in the annual Address to the People's Assembly of the Parliament of the Republic of Abkhazia in 2016, remained unfulfilled. These are - the law inventory issues, amendments to existing legislation on the reduction of checks on individual entrepreneurs, on the introduction of the unified social tax, and many other tasks. Thus, of the 14 orders, only 9 have been partially implemented, about the rest there is no any information and deadlines have been long expired". "The current situation has allowed to make a proper analysis of the Cabinet of Ministers's work, and to make a decision", - said Khadjimba.

President recalled: "The resignation of the Prime Minister will not affect on the Cabinet of Ministers. The Government will continue to work normally. Acting Prime Minister will be the first Deputy Prime Minister Shamil Adzynba until a new leader".

In addition, Raul Khadjimba, listed the criteria which will govern the appointment of the Head of the Government: "In the first place - it is the candidate's ability to effectively and efficiently solve tasks".

Also, Raul Khadjimba commented thesis of the so-called "balance of powers": "If we really want to change something in the country, then the Parliament, the President and the Cabinet of Ministers, and all other members of society need to understand that there is no ther way for us", - he said, offering a mechanism for an appointment of the head of the Government. According to President, the Prime Minister's candidacy should be presented by the President and approved by Parliament. In turn, the future prime minister is obliged to work out an appropriate program of action. "It will thus be developed a mechanism of checks and balances. When all these issues are taken, then the work of the Cabinet of Ministers and the further procedure of building relations between the legislative and executive branches of government will be quite different", - said Raul Khadjimba.
