Raul Khajimba: let the historical unity of the Abkhazian, Abazin and Circassian peoples be inexhaustible!

President of Abkhazia Raul Khajimba spoke at the plenary meeting of the Seventh World Abkhaz-Abazin Congress.

Sukhum. December 7. Apsnypress. The Seventh World Abkhaz-Abazin Congress opened in Sukhum, with 250 delegates from Turkey, the Middle East, and the North Caucasus republics. President of the Republic of Abkhazia Raul Khajimba welcomed participants of the plenary meeting of the Congress:
  
 "The World Congress of the Abkhaz-Abazin people which is taking place these days in Sukhum is a very important event in the development, unity, interconnection of our peoples. Today we are here to once again turn to our history, assess the current state, discuss the goals and problems that exist to date.
  
 As everyone knows, the Congress was founded at a crucial time - during the War of Abkhazia. It became one of the strongest public organizations able to decide the destiny of our people.
  
 Since then, the activities of the Congress have been widely developed, becoming a platform for discussing pressing problems, sharing experience and knowledge, truly a hotbed that unites fraternal Abkhaz and Abazin peoples. We want the Congress of the Abkhaz-Abazin people to continue to maintain its strength and significance and act on the basis of mutual understanding and fraternal relations. We should be one family: participants of both the Caucasian Committee and the Federation of Abkhazian Cultural Centers.
  
 The people gathered today at the Congress are united by one idea - to find ways to further development and strengthening the victory and independence of Abkhazia, for freedom of which thousands of worthy sons laid their heads. We are united by the search for solutions to such problems as improving the demographic situation, increasing national resources, preserving and developing the Abkhaz and Abazin languages.
  
 Of course, a lot of promising steps have been made in this direction, but considering our small number we need to create deeply studied, thought out, stable legislative mechanisms in order to preserve and develop our own culture, worldview.
  
  The merit of the Congress in rapprochement of Abkhazians and Abazins living in Abkhazia, Karachay-Cherkessia, Turkey, Syria, Jordan and in many countries of Europe is of great value.
 
 The spiritual, historical, linguistic, ideological unity of our peoples is the result of many years of work and the issue of national self-preservation. And in this process, of course, thanks to the representatives of the older generation, whose inexhaustible life experience, love for the motherland, respect for traditions adopted and appreciated by the younger generations.
 
 Everyone knows that the main national idea of ​​Abkhazians, Abazins and Adygees was and remains the preservation of the ethnos and homeland. But it is impossible to preserve the ethnos without having the state, all the attributes and elements of power. Returning to the question of the unity of our peoples, I want to note that we need to give up mutual discontent and assessments of whoever has done more or less. Wherever we are, whether in Abkhazia, Turkey or Russia, we must stand on one side of the barricades, defending common interests. And our peoples, time and history will evaluate our actions.
  
 Our main political goal is the bright future of the Abkhaz-Abazin people. We have no right to deviate from this idea, otherwise, any of our actions will not make sense. If we are one people, then we must abandon personal interests and work for the benefit of preserving our fraternal relations, our unity, our homeland. There is no other way. Here our wise seniors are present who know that this is the truth. It was only thanks to unity that we were able to win the war, to defend our right to life. In a peaceful life unity will allow us to achieve great development. In those difficult times there was created in Abkhazia "Aidgylara", in Abazin - "Adgylara". This is an unforgettable indicator of unity and brotherly support!
   
 That is why we must do our best to strengthen the Abkhazian state today. We are waiting for you, our dear brothers, on our common land, on the land of our ancestors! As for the reasoning that to improve the situation in Abkhazia all representatives of our people must invest their money in the economy, I want to say that I am against such a statement of the question. It's another matter if our compatriots want to help their historical homeland, then we have the national demographic fund "Azhara", and if it is strengthened, the Abkhaz families will have the opportunity to stand on their own and build big plans for the future.
  
 The Republic of Abkhazia has enough strength for development, it is both natural resources and economic opportunities. The main support is needed in the field of science, politics, diplomacy, labor, from any Abkhazian, Abazin, wherever he is.
   
This person will already become a full-fledged citizen of Abkhazia, the son of Apsny, will share the common destiny of his people. And in the future we need to create such conditions that our brothers after returning to their homeland could take their rightful place in the Abkhazian society, be involved in their professional or other activities. Particular attention should be paid to the problem of the return of young people, given the places of their education, work, leisure. All these issues should be considered in the Committee on Repatriation, Ministries of Foreign Affairs, Economy, Agriculture, Education, Culture and others. No one should be detached from this work. As for the unifying Abkhaz-Abasin people of the Congress, it is necessary to present our people various projects aimed at improving the situation on the covered issue.
  
 We need to create conditions for discussion between the congresses on the implementation of previously planned measures. This will help in the involvement of representatives of our diaspora to the construction of the Abkhaz state. Otherwise, if we leave everything at the level of conversations, then the work of the Congress will not be able to achieve the main goal - uniting our people and strengthening the state.

 For more than 1200 years, Abkhazians and Abasins from generation to generation, passing through many difficulties brought us this state. Our peoples did not break under the terrible tragedy called "mahajirism", the bloody deeds of Stalin and Beria, we did not kneel before the Georgian fascism in 1992-1993. Under the leadership of our great leader Vladislav Grigorievich Ardzinba, we managed to restore the sovereignty of the Republic of Abkhazia by winning a sacred victory.

 In 2008, our independence was recognized by the Russian Federation, as well as by several internationally recognized countries. Our relationship with Russia has a historical and strategic basis, and we continue this path to this day. The general and regional development of relations between the Russian Federation and the Republic of Abkhazia in the field of economy, defense, education, technology, health, tourism, sports and many others, allow us to count on further dynamics and positive fate of our relations. Thanks to this, our deep ties with the fraternal republics of the North Caucasus will be strengthened.
 
 I am deeply convinced that the number of countries that recognize us will increase. But the main thing remains one - to be organized, responsible for the common future. We do not hide the fact that there are some disagreements within our society. But in any political process there will always be disputes, a variety of opinions.
 In my opinion, we are in a position to solve such problems. We create opportunities for open conversation, dialogue in Parliament, on television, in the press, in the Public Chamber. We are always ready for interaction, not sharing anyone on ours and strangers. But we openly say that we will not allow anyone to commit acts contrary to the Constitution aimed at political revenge. We will fulfill our duties until the legal term chosen by the people. It should not be other way.

 Distinguished delegates of the Congress! Recently our social and cultural ties have been growing. You participate in the socio-political processes of Abkhazia, closely monitor our problems, look for ways to return our compatriots.

 In short, I would like to acquaint you with the socio-economic situation in the Republic of Abkhazia. As you know, the Russian Federation gives us a great deal of help in this respect. For several years the conditions for the formation of our national economy, agriculture, banking system, education, health, tourism, sports, culture have been created. There were internal opportunities for the growth of the republican budget of Abkhazia. Recently, President of Russia and I signed an agreement on free medical insurance of our citizens in medical institutions of the Russian Federation.
   
 We closely monitor the development of small businesses and enterprises. It is planned to further increase the opportunities in this direction. There are good results in terms of opening enterprises, increasing the number of jobs. Guided by the idea of ​​protecting the strategic interests of the state, great steps have been taken to improve the situation in Gal district, the east of the country. First of all, we significantly strengthen the border with the enemy Republic of Georgia. The control over the issuance of new Abkhaz passports is also strengthened.
  
 We do not refuse financial assistance from outside, but we say that our main goal is to ensure that Abkhazia's internal capabilities can meet the demands of its population.

Thanks to the close interaction of the Parliament and the Government some improvements in the judicial system have been achieved. But, unfortunately, it happens that some representatives of the judiciary abuse trust and freedom given to them and often protect not the interests of the state, but personal commercial interests. In this case, it is necessary to find a state approach in solving this problem.
  
 It should also be noted that some constitutional changes have been made. Legislative mechanisms have appeared that make it possible to pass through the democratic way to the Parliament representatives of various parties and individual candidates. The powers of local authorities are also strengthened.

 Recently, there has been an increase in control over the crime situation, including in the fight against drugs. As you know, this is a complex process. And there is not enough strict systemic approach. I have repeatedly noted that with regard to distributors of narcotics, fighters of our youth, it is necessary to pass a law on their life imprisonment. This issue should be considered in the Parliament.

 With respect to murders and looting many crimes have been solved. But this is not enough. Every guilty person must bear a well-deserved punishment, without taking into account kinship relations. A positive result in these issues can be achieved with the joint work of the Prosecutor's Office, the Ministry of Internal Affairs, the State Security Service.

 At the same time, I can not fail to note that in the development of the legal culture and the force of law in our society, there is still a lot of work to be done. It is necessary to strengthen the personal responsibility of each official for actions.


 I want you not to doubt the high sense of freedom and independence of Abkhazia, headed by our great leader Vladislav Ardzinba.

 I wholeheartedly congratulate you on the opening of the Congress! I wish you good health, happiness, success in your activities! Let our good relations be eternal! Let the historical unity of the Abkhazian, Abazin and Circassian peoples be inexhaustible! God grant the common homeland of Abkhazians and Abazin - Abkhazia be flourished!

 In conclusion, I would like to once again note the main ideas:
 1. From the moment our compatriots returned to their homeland, they obtained Abkhaz citizenship, became an inseparable part of our society, they cease to have the status of repatriate. They are no longer guests, but the same legitimate masters of their homeland, Abkhazia;
 2. The main task for the Abkhaz and Abazin is the preservation of the ethnos, the development of language, culture, a historical community.

 May God bless the unity and mutual understanding of fraternal Abkhaz-Abazin and Circassian peoples! May our common path be light and eternal! God bless Abkhazia!
