Serikov: this year's budget on revenues is of 5.7 billion rubles, 30% of it is VAT

Parliamentarians, representatives of government and non-governmental organizations, entrepreneurs spoke on Value Added Tax at the round table.

Sukhum. October 21. Apsnypress. Lana Tsvizhba. One of the themes of the round table was the issue of VAT on imported goods to Abkhazia, which is collected from January 1, 2016 and entrusted to the State Customs Committee of the Republic of Abkhazia.
 
 As deputy chairman of the State Customs Committee Ushangi Kvitsinia, the estimated amount of the VAT collection amounted to 1 billion 80 million rubles. "In view of the changes in the law it was established list of goods that are not taxable. Such as: auto parts, textiles, food products, raw materials and materials necessary for the production of goods in Abkhazia. At the moment, it collected 642 million rubles ", - informed Kvitsinia.
 
Ushangi Kvitsinia noted problems associated with the list of goods: "It would be desirable that these lists were formed with the commodity nomenclature code. For example, auto parts: some parts are used in everyday life, and the question arises whether they relate to the goods that are taxed or not? "" Now this list is formed, and in the near future will be approved", - said Kvitsinia.
 
 The same problem of the round table noted CEO of the Center for Support of Russian business in Abkhazia Anna Kalyagina: "There is a misunderstanding which goods are charged to the tax, so there are difficulties in customs".
 
 As Deputy Prime Minister and Finance Minister Dmitry Serikov explained in this connection, VAT is a tax which, in fact, is paid by the consumer. "The budget was scheduled for 1 billion 80 million, but we have now reached an adjustment of the current year's budget. The new version of the budget estimated amount obtained in the form of VAT, amounts to 780 million ", - Serikov said. In his opinion, "the introduction of value added tax is the right decision." "We have appealed to the international practice. This tax exists in no less than 95 countries and is the first and the second place in the formation of the budget. In our country, the VAT is also one of the budget-making. If the budget of 2016 on revenues is of 5.7 billion rubles, 30% of it is VAT ", - said Serikov.
 
Chairman of the Association of Entrepreneurs of Abkhazia Roman Kacharava expressed his views on the subject: "There is a decline in the importation into the country. The tax is collected by commodity price increases".
