The Law "On Citizenship" has been amended.
Sukhum. July 26. Apsnypress. At the session of the National Assembly of the Parliament of the Republic of Abkhazia the bill "On Amendments to the RA Law" On RA Citizenship " was adopted.
Presenting the bill, chairman of the Committee on State and Legal Policy Valery Agrba noted that the draft law is aimed at protecting the constitutional rights of persons residing in the territory of the Republic of Abkhazia. "Lately, in connection with the processes connected with the exchange of passports, gaps in the current legislation have been identified. The draft law proposes to define an additional circle of persons entitled to receive RA citizenship without additional conditions, "- he said.
Agrba explained the essence of the amendments. Thus, according to him, in the process of implementing the law there were questions related to the category of minors who from 1994 to 1999 did not reside on the territory of Abkhazia. According to the amendments, if one of the parents is a citizen of the Republic of Abkhazia and the minor himself was born in the territory of the RA, such citizens will be given the citizenship of Abkhazia. The second category of persons who, according to the draft law, will automatically be able to obtain RA citizenship are the participants of the Patriotic War of Abkhazia, who were born in the Abkhaz ASSR, or who lived before the dissolution of the USSR in the territory of the Republic of Abkhazia. The third category is people born in the territory of the Republic of Abkhazia, but left the Republic for studies between 1994 and 1999 and returned back within a year after the completion of their studies. They will also be able to obtain the passport of a citizen of the RA without hindrance. The fourth category defined by the amendments to the Law as having the right to Abkhazian citizenship is persons who from 1994 to 1999, after leaving for the Russian Federation, were registered for a pension or for treatment, but for no more than 6 months within 1 of the year.
The bill was adopted in the 2nd and final reading.
