Shamil Adzynba: the main challenge is to raise the standard of living
First Vice Prime Minister Shamil Adzynba discussed at a public meeting the most relevant events of the country.

Sukhum. April 15. Apsnypress. Irena Dzhopua.  So, when asked about the preparation for the certification and, in particular, why the issuing of new RA citizen passports is still not started, the first Deputy Prime Minister Shamil Adzynba informed that "practical work began in February 2015 ". "Moreover, the head of" Goznak "noted that the work with Abkhazia is a non-profit project for them, RA President gave the command to create a new modern system of issuing passports. The main task was - to minimize the human factor. Under the new system at each stage of the inspector should put their electronic signature that will identify the responsible person. Moreover, according to the law, for violations stipulated not only administrative but also criminal liability".

Continuing the theme Adzynba said:." Passport offices are withdrawn from the jurisdiction of the police and transferred to the main Passport Office. Everything will be subordinated to the head, which will be directly responsible to the Minister of Internal Affairs".

In addition, First Deputy Prime Minister explained the situation with the tinting automotive glass: "As far as I know, the deputies adopted the law, but the President has not yet signed and it will come into force only after the signing. I believe that the toning of glass limits the movement in the night, in fact, there are moments of safety-related work of the Interior Ministry. We will be able to discuss the law, just as an accomplished fact, when it will be signed by president".

Answering the question about the necessity of introduction of the VAT Act, Adzynba noted that the state lives on the basis of taxes and VAT is one of them. "The Law on VAT is correct. All kinds of taxes are the economic regulators that regulate economic relations, in particular in the sphere of production. The law is aimed at stimulating the manufacturer in the first place. Why did not it work? In effect of a number of factors, including socio-political tensions and economic problems. But this law is needed and should be! Another thing, perhaps it should be entered in stages, and some benefits provided. Now Parliament is making certain concessions".

Further, the requirement of the opposition bloc to form a coalition government, first vice-premier stressed that officials never considered a unifying factor. "The main challenge of the country is to raise the standard of living of the population. Only like-minded team can make it. Association around officials will not bring harmony in the society, it is necessary to unite around the idea. And all parties need to focus on this idea, and then in an honest political struggle by a vote, to come to power, while not changing the strategy. We need to develop a common strategy, and then each party can choose its tactics".

About the upcoming referendum: "There is the referendum law and a Constitution that is above any law. The Constitution clearly states three cases of early presidential elections. Which of these cases we have today? I believe that the referendum is dangerous for our country".
