Solutions to problems related to the amendment to the Law on VAT were discussed with the President
The meeting was attended by Speaker of the Parliament, Prime Minister, government officials and concerned agencies.

Sukhum. January 21. Apsnypress. Irena Dzhopua. Opening the meeting, Raul Khadjimba said that he was ready to listen to suggestions on how to address the situation.

Economy Minister Adgur Ardzinba said that on the instructions of the President there were worked out a complex of measures, which will not increase the tax burden on category of small entrepreneurs engaged in import of the goods into the territory of Abkhazia. "This is the amendment of the law on VAT. Small businesses are mainly engaged in import of the goods in clothing, footwear and auto parts. It's a particularly vulnerable category of people who came out yesterday to protest to revise the law. They basically do not mind paying taxes, but there are problems, which for them are serious enough and, on this basis, we propose to include in the list of goods imported into Abkhazia at the rate of 0%, textile products, footwear and auto parts. These are the goods that are engaged in small businesses". The minister believes that the loss of these categories in the budget will be minor. But for entrepreneurs who have demand for goods in recent years has fallen, the 10% will be a significant number. "We have such a proposal, and we will submit it to the parliament", - said Ardzinba.

He noted that according to preliminary estimates carried out in the preparation of the national budget for these categories it falls from 39 million rubles. That is, 33.2 million - from textiles and footwear, and 6 million - from auto parts.

«There are two approaches to solving this problem. The first - in the liberation of a number of critical goods from VAT on the importation, as well as in implementation. The second approach is to repeal "of import" VAT at the border and charge it only when the sale of goods to the end user. It is necessary to analyze these two options and choose the more acceptable ", - said Deputy Prime Minister Dmitry Serikov.

«We should close this topic, - President said - people suffered because of those who are engaged in this bill. There were not taken into account some points. We need several days to study the issue, and then bring it to the meeting of the session of the Parliament".

In turn, Prime Minister Artur Mikvabia noted that the problems in the tax system continues to be sharp for the state. "We do not really have a normal accounting and control, ranging from import and taxes. Combined gross turnover - almost 80 billion, and we get taxes from them about 4.6-4.8%. Therefore, we need to consider all these questions", - said the prime minister.
