The Cabinet of Ministers adopted the report of the Ministry of Economy for the past year

The report “On the results of activities of the Ministry of Economy for 2018” was adopted at a meeting of the Cabinet of Ministers of the Republic of Abkhazia.

Sukhum. February 28. Apsnypress. There was adopted a report “On the results of activities of the Ministry of Economy of the Republic of Abkhazia for 2018” presented by Minister Adgur Ardzinba at the meeting of the Cabinet of Ministers.
 
 The Minister informed about the developed legal acts:  
 
 “30 regulatory acts have been developed. These are draft laws and draft resolutions. Some of them have already been accepted, some are under consideration. "
 
 Ardzinba spoke about the main regulatory and legal acts prepared by the Ministry:  
 
 "The draft law" On the provision of public services " was agreed with all interested parties. The document deals with the prospect of switching to a model for the provision of public services in the “one-stop shop” mode. In the Russian Federation there are so-called “My Documents”, where a citizen can come and receive all the necessary documents in one place. We have very good contacts with the Ministry of Economic Development of the Russian Federation, which is the authorized body of Russia for the implementation of this program, and we are working on the draft law together with Russian specialists. This bill is under consideration and, hopefully, it will be adopted in the near future.
 
 Also, the Ministry has prepared a draft law that has already been adopted by the Parliament - “On Amendment of the Law“ On Excise Taxes ”. The paper dealt with tobacco products. We have proposed to equalize the positions of domestic producers and importers, since the rate of duties on the production of domestic tobacco products was 2 times higher than the duties on imported tobacco products.
 
 In addition, together with the Committee for Construction and Architecture we prepared a resolution “On Approval of the Regulations on the Procedure for Issuing Permits for the Construction of Capital Construction Objects”. We have coordinated this issue with the local authorities. The idea is to unify the approaches to the issuance of building permits. Today, this practice is not improved, it has serious malfunctions, and businessmen, due to various objective and subjective reasons, are forced to wait for documents to authorize construction for months or even years, although this is not always the fault of the authorities that must give permission. Together with the relevant parliamentary committee, the Ministry tried to aggregate all these issues into one document. Moreover, we offered some instructions, a step-by-step action plan for a person who wants to get a building permit. Every step there is painted. Specific deadlines have been approved for the authorized bodies to issue a permit or a reasoned refusal.
 
 Together with the Ministry of Foreign Affairs of the Republic of Abkhazia, we have prepared an Agreement on cooperation between the Government of Abkhazia and the Government of the Syrian Arab Republic in the field of promoting trade and economic cooperation. This Agreement was signed on September 6, in the city of Damascus. We are talking about duty-free trade between our countries. "
 
 Adgur Ardzinba reported on the implementation of state programs:
 
 “The Ministry of Economy continued the implementation of the“ Export Support in Abkhazia ”program. Under this program, exporter passports and corresponding exporters registries have been created. They are provided with material support for presentations and promotion of domestic products.
 
 Within the framework of the Decree “On Measures of State Support for Investment Projects Implemented in the Territory of the Republic of Abkhazia”, within the framework of the Socio-Economic Development Assistance Investment Program 2017-2019, support was provided to entrepreneurs, their costs for infrastructure support and electricity connection were subsidized. Assistance was provided to projects in Ochamchyra, Gagra districts, as well as in Sukhum for a total amount of more than 56 million rubles. "
 
 The Minister reported on the work on coordination of subordinate enterprises and institutions:
 
 “The Ministry of Economy is responsible for 15 enterprises and institutions, with a total number of employees of more than 2 thousand people. On our site you can learn more about the information on this field of activity.
 
 Separately, I would like to dwell on the state institution subordinated to the Ministry of Economy - the State Investment Agency. This is a young institution whose activities are aimed at attracting investment. Also, the Investment Agency is working on interaction with local entrepreneurs. "
 
 In conclusion, the Minister informed about the work on licensing, foreign economic relations and indicative planning:
 
 “One of the budget revenues is formed on the basis of the RA Indicative Plan. There are big problems in the preparation of the Indicative Plan. Many of them have already been eliminated, but some still remain, and there are issues that need to be put in order.

In 2018, the Ministry of Economy issued 31 licenses for certain types of activities. Also, 43 licenses have been issued for the export and import of goods. The issue of licensing is one of the functions of the Ministry, and we try to carry out this work quickly, minimizing the time periods for issuing licenses. ”
