The President: The Constitution established a solid legal foundation on which to build the whole edifice of the Abkhazian legislation

President of Abkhazia Raul Khajimba congratulated the people on Constitution Day.

Sukhum. November 26. Apsnypress. In his message President of the Republic of Abkhazia said:
 
 "Dear citizens of the Republic of Abkhazia!
 
 Let me sincerely congratulate you on the Day of Constitution of the Republic of Abkhazia.
 
 Historical events preceding the adoption of the Constitution on November 26, 1994 related to the consistent struggle of the Abkhaz people for the state self-determination.
 
 The Basic Law, that enshrines the sovereignty, democratic and legal nature of the Abkhazian state, was adopted by the First Parliament of the Republic of Abkhazia, led by an outstanding national leader Vladislav Ardzinba. The historical choice of our people was to support the Constitution in a referendum on October 3, 1999.
 
 The Constitution established a solid legal foundation on which to build the whole edifice of the Abkhazian legislation. The basic law approved the immutable priority to human rights and freedoms, opened the creative path of development based on progressive goals and values.
 
 Today, we must constantly work to ensure that the constitutional norms be needed and ensured their protection and full implementation . After all, the Constitution is not simply a set of legal formulas, but a coherent strategy development of Abkhazia, the basis of strengthening social cohesion and stability.
 
 We must relate to problems of constitutional reforms with utmost responsibility because by making changes to the Constitution, we simulate future.
 
 I hope that the constitutional reform, which is consistently implemented, will open new opportunities to strengthen the Abkhaz state and development of our society.
 
 I am confident we will achieve this.
