The President: The law is the same for everyone, and it is compulsory for execution

Sukhum. August 12. Apsnypress. Raul Khadjimba emphasized that judicial decisions should be binding, stressing that country still has problems. He added that the prosecutor's office as the authority to supervise the execution of the law, shall monitor the execution of court decisions to develop an effective security mechanism. 

Vice-President Vitaly Gabniya stressed that he sees the main task of creating a clear mechanism for the implementation of court decisions. "The legal vacuum that exists before the entry into force in January 2016 of the Law on Bailiffs, shall be filled to the creation of a temporary mechanism for the enforcement of judicial decisions", - he said. Vice-President added that to strengthen the currently existing institutions bailiffs will be given the power unit in the Ministry of Internal Affairs and Ministry of Emergency Situations for the practical implementation of entered into force court decisions. 

The bailiff Sukhum Town Court Sandro Gadliya spoke about the difficulties faced by bailiffs in the practice of court decisions. "Job description, on which we are working, essentially obsolete and there is no an updated legal framework", - said Gadliya. 

Judge Bella Khasaya noted the urgent need to support the activities of bailiffs by law enforcement agencies. 

The Prosecutor General Alexey Lomia stressed that the effective work of bailiffs service is a factor that affects the authority of the state. "If on behalf of the Republic of Abkhazia the court makes a decision, it must be strictly enforced", - said Alexey Lomia. 

Minister for Emergency Situations Leo Kvitsinia spoke about the importance of developing a communication plan structures, the division of responsibilities and duties related to supporting the work of bailiffs. 

Summing up the meeting, Raul Khadjimba stressed the inviolability of the principle of strict enforcement of judicial decisions: "Our citizens must understand that the law is the same for everyone, and it is required to be fulfilled". The Head of State instructed the Minister of Interior and Minister of Emergency Situations to provide full support to bailiffs before the entry into force of the Law on Bailiffs.
