The State Duma will ratify today the Agreement on the transfer of sentenced between Russia and Abkhazia

At the plenary session deputies of the Russian State Duma proposed to ratify the Russian-Abkhaz agreement on transfer of those convicted to imprisonment to serve sentence.

Today at the plenary session the State Duma deputies will consider the draft law "On ratification of the Agreement between the Russian Federation and the Republic of Abkhazia on the transfer for punishment of persons sentenced to imprisonment". "Parliamentary Newspaper" reported.
 
 The bill will be introduced by an official representative of the President of Russia, Deputy Minister of Justice of the Russian Federation Maxim Travnikov. Offers of deputies will be presented by chairman of the Committee on the Affairs of the Commonwealth of Independent States, Eurasian Integration and Relations with Compatriots Leonid Kalashnikov.
 
 The agreement was signed in St. Petersburg on May 28, 2015 for the development of an international legal framework for bilateral cooperation on the transfer of persons sentenced to imprisonment, and will contribute to the protection of the rights and legitimate interests of Russian and Abkhaz citizens.
 
 As stated in the Agreement, the State of enforcement ensures the continuation of punishment condemned in accordance with its legislation. Defining conditions for the transfer of convicted persons, establishing requirements for the form and content of requests for transmission and the responses to them, the order of execution of requests. However, the transfer may be refused if it will hurt the sovereignty, security, ordre public or other essential interests of either party. Transfer may also be refused if the convicted person has not fulfilled any of the financial obligations arising out of the judgment. 
 
 Today, several dozens of citizens of Abkhazia are serving a sentence in the territory of Russia. 1 convicted - RA citizen, who is serving a sentence in the Russian Federation, has been submitted to Abkhazia, another 4 convicts have positive decisions of law enforcement. At the same time 15 people - citizens of Russia, are serving a sentence in the territory of Abkhazia, none have agreed to move into the Russian prison.
