Today, our agricultural products have a chance to enter gigantic Russian market - Arthur Mikvabia

Sukhum. August 12. Apsnypress. Prime Minister Artur Mikvabia held a meeting with the ministers, heads of concerned agencies, heads of the district agricultural departments and academics on the problems and prospects of development of agriculture. 

They spoke about the "use of the country's most important resource - land".  

One of the major activities in this regard - the agricultural census, scheduled for 2016. According to the Head of the RA State Statistics Kama Gogia, the census will affect the part of the population that works directly in the agricultural sector, it has a private farming. Goals of the event - the formation of official statistical information on the status and structure of agriculture, obtaining detailed characteristics of economic activity and objective data for each administrative unit and its resources. Characteristics to be reflected in the census - economic activities, human resources, demographics, land resources and their use, the area of ​​crops and perennial crops, the number of farm animals, the sale of products, production infrastructure, technical means and technologies used in this sector production, farming conditions and other issues. It is supposed to fill out questionnaires with 19 papers in each household. 

Already on July 1 began the preparatory phase of the agricultural census, which will last 15 months. And since October 2016 enumerators have to walk through to households, which are according to 2011 more than 69 thousand. The total amount of financing activities is around 22 million rubles. 

"We need a complete picture of the situation and the complexity of the event will surpass the previous census. Information on which will be based strategic and tactical tasks for working with the rural population, with agricultural, agrarian complex will be provided ", - said Prime Minister. He stressed that the information collected is not in any way affect or change the tax increase in this sector. Another urgent strategic task, which, according to Arthur Mikvabia, will be solved by the government as soon as possible - is an inventory of all land in the country. "We have to use the land in a right way, so from generation to generation it only improves its quality, - underlined the prime minister. - Land, as a commodity, should not be a subject of bargaining. However, people derive benefit from its turnover, contrary to the law ", - said Arthur Mikvabia. 

On this occasion, the chief of the State Department of Land Management and Cadastre Adamyr Akhuba said that every year to manage on the basis of data from the regions forming the land registry of RA. But the statistics of documents varies greatly with the actual state of affairs. For example, in Gagra district still listed on the paper 11 ha tung and mulberry plantations, 16 ha - bay, which in reality does not exist anymore. Just as explained the head of the district of agricultural department, they "hang in the balance". In reality, according to information provided at the meeting, over the years arable land decreased by more than 50% in the Republic. 

Comparative statistics of the agricultural sector of the economy before the war, and today led Minister of Agriculture Timur Eshba. Thus, the tea raw material in Soviet times produced 90 thousand tons, citrus - a total of 120 thousand tons, 21 thousand tons of grapes, and so on. In 2014 harvested in the public sector of citrus fruits - 3562 tons, and all with private holdings - more than 36 thousand tons of tea leaves - 22 tons (the remnants of the previous years), grapes - 402 tons. 

However, according to him, citrus production is still a priority in agriculture. When phased restoration thinning citrus plantations and laying of new early maturing varieties in the public sector may for 3-5-7 years raise the fruit production to 15 thousand tons. Also, the Ministry is scheduled tab in the areas of experimental plots of 5 - 6 hectares, in which will be grown vegetables. 

Timur Eshba stressed that agriculture plays a crucial role scientific support. His words confirmed the general director of the Institute of Agriculture ANA Lesik Aiba. According to the director of the institute, today's markets NII made new varieties of citrus, which under modern agricultural technologies, begin to bear fruit in the third year (old varieties bear fruit for 7 - 8 years), and on 5 - 6 year come to fruition in 25 volumes - 30 tonnes per hectare. In the near future NII launches online store website seedlings that will be available, including using state support to agricultural producers. 

At the meeting, the Prime Minister called the main problems associated with the use of agricultural land. First of all, it is the absence of rent from manufacturers. "This issue must be handled strictly", - said the head of government, noting that it was not a "withdrawal, transfer" of land, there is another problem - efficient use of land plots. He said: "Today, due to the fact that the situation has changed, restrictions on the import of agricultural products to Russia, opened the opportunity to enter into a gigantic Russian market. This chance happens once in a decade! "    

Following the meeting, Arthur Mikvabia will give assignments with specific deadlines. "We want to create a small, cozy state, that will be comfortable for accommodation", - said Prime Minister.
