Valery Bganba: Relations with Russia should not be traded

The same theme was the subject of negotiations of the prime minister with presidential aide Vladislav Surkov in Moscow. " There is no questions according to the investment program, - said the prime minister. - But if before we ourselves made construction documents, now this process is delayed because all estimates are been examined in Sochi". He noted that a thorough examination is due to violations of the intergovernmental agreements previous years. "They built something we did not plan to. But additional objects require additional funds. And now the state must pay 800 million rubles to the builders ", - said Mikvabia. 

In addition, the Prime Minister informed that due to the unavailability of inter-agency agreements to be signed by the Interior Ministry and Defense Ministry hampered the implementation of the social program. In particular, we are talking about signing an agreement to establish a joint Russian-Abkhaz Information Center of the Interior that has "different interpretations" by parties to the Treaty.

"We propose to establish a special parliamentary commission and develop the concept of interaction. After talking with representatives of the Russian authorities, the Council of Federation ", - stated Kan Kvarchia. 

"The part of the population has the impression that the part of individual fraud of Russian officials is blackmail, - said Leonid Chamagua. - Abkhazian people can be thankful, we are able to be friends, and we will always be a reliable and committed partner of the Russian Federation. But, despite the fact that Abkhazia is a small country, people here have a sense of self-esteem. Imposing signing of any agreements on us is impossible. Annual Russian financial assistance is constantly accompanied by additional requirements for the Abkhaz side. I do not think that Russian aid could hypothetically exceed the amount that the RA could receive for the Russian military base. We have colleagues in the Federation Council of the Russian Federation, in the Commission, let us work through these channels ", - said Leonid Chamagua. 

"I do not see anything that infringes our rights in this Agreement, - expressed his opinion Sergey Shamba. - On the contrary, all these years we have not been able to do effective police work. And if there is any help in this matter, we must say "thank you". Time goes by, and the crime situation is complicated because there is no staff, equipment and so on. All of this is provided by the Agreement. Abkhazia is not less interested in Russia, to protect our borders. And I'm sure that most people want stability and order! So let's address the issues carefully. I fear that such emotional mood that ruined us in 19th century, would not have led to a political crisis again. We must first strengthen the position". 

"Relations with Russia should not be traded", - said the speaker of the Parliament, Valery Bganba. 

In conclusion, it was decided to entrust the parliamentary committee on international, inter-parliamentary relations and relations with compatriots to study the execution of intergovernmental agreements with Russia and the results of the work once again to discuss the situation, as well as methods for solving problems.
